The following information is provided to inform you about the purposes of data collection and processing in ORBIS and help you to decide about your participation or not. The terms of service document explains it in detail. Please carefully read it, and do not hesitate to ask the project team any questions you may have before deciding to participate in this research. You can inquire at any time, whether it is before, during, or after your participation. Please be aware that you have the option to withdraw from the study at any time without providing a reason, and there will be no consequences for you.
ORBIS brief description
ORBIS “Augmenting participation, co-creation, trust and transparency in Deliberative Democracy at all scales” [GA: 101094765] is a Horizon Europe project that aims to bridge the gap between ambitious democratic ideas and collective actions on a large socio-technical scale, fostering inclusive and transparent Deliberative Democracy in Europe. It provides practical solutions for citizen engagement, leveraging AI-enhanced tools and socio-technical approaches for making democracy more deliberative. ORBIS technological solution
The ORBIS toolkit consists of specifically developed components (n. 4), that aim to support innovation in socio-technical approaches to deliberative democracy and e-participation. The toolkit’s components are: (i) Argumentation mining, (ii) Explanation generator, (iii) Feedback aggregation, and (iv) Policy-making and collective decision making.
The toolkit can be deployed to assist deliberative debates that take place in the project’s associated deliberation platforms (n. 3), where users are invited to login and participate in a discourse. These platforms serve as third party services, provided by specific ORBIS partners. More specifically, the deliberation platforms involved are: Bcause (bcause.kmi.open.ac.uk by Open University), PolisOrbis (polisorbis.copernicani.it via Copernicani), and Democratic Reflection (democratic-reflection.web.app by Open University).
Access is granted through the ORBIS website and registration, utilising a unique log-in that is fully GDPR compliant (https://zitadel.com/gdpr). When subscribing, we invite using a nickname as a username for privacy reasons.

PARTICIPANT INFORMATION SHEET
1. Project aims
The EU-funded ORBIS project aims at fostering a more inclusive, transparent, and trustworthy deliberative democracy within Europe by shaping and supporting innovative democratic models developed through deliberative democratic processes. Moreover, the ORBIS project will develop a sustainable digital environment leveraging advanced AI tools and technologies, validating the outcomes through six distinct use cases, addressing contemporary societal issues. These use cases will experiment with various civic participation and deliberation models while actively engaging stakeholders.
2. Selection criteria
Your participation in this study signifies that you have been carefully chosen by one of our pilots to engage in its deliberation activities. This selection is based on specific criteria relevant to the objectives of the pilot, ensuring a diverse and representative group of participants. Your involvement is crucial for the success of our research, as it helps us gather valuable insights and perspectives to enhance our understanding and development of deliberative democracy solutions.
3. Study activities
This study involves engaging in debates, either online or in person, but digitally enhanced, where you will share your insights and provide feedback on various topics related to democratic processes. These debates, facilitated by ORBIS solution, will occur within pilot settings, and occur through the 3 third-party platform, allowing for experimenting with and exploring how ORBIS technologies can enhance democratic deliberation.

4. Benefits
The benefits will not concern any individual participants, but they will support the development of new technological instruments and applications to make democracy more deliberative and inclusive.
5. Risks
Participation does not entail any risk since it is an observational study that only requires data collection.
6. Withdrawals
Your participation in this study is completely voluntary and you may withdraw from it at any time. You will be informed immediately in the event that information becomes available that may affect your decision to continue with the study in question.
7. Reimbursement
Participation is voluntary.
8. Duration and requirements
The duration of your participation will vary depending on the agenda set by each pilot. Activities may differ in length according to the specific requirements of the pilot you are involved with. The pilot team will provide you with the detailed agenda and timeline for the activities, ensuring you are well-informed about the schedule and expectations for your participation.
PRIVACY POLICY
9. Purpose of the study
The study aims to explore how AI and emerging technologies can be utilised to enhance deliberative processes and enhance new deliberative models, supporting participants in gaining knowledge and better elaborating information. Each pilot will explore different scales and purposes of deliberation, providing a unique deliberative journey accompanied by technological support.
The primary objective is to understand how such technology-enhanced deliberative models foster transparent and collaborative decision-making. By engaging in these activities, we aim to gather insights and feedback to improve the effectiveness and inclusivity of democratic practices. For this reason, the activities will also be assessed, evaluating how the technology supports participants in their deliberative activities and decision-making practices. Findings will help us refine and enhance the tools and methodologies used, ensuring effective contribution making deliberation more democratic.
Depending on the pilot’s deliberation plan, the deliberations are conducted in one or more dedicated environments, supporting specific activities of the process. Such environments put in place supporting monitoring mechanisms and are monitored by pilot teams, who oversee the activities to ensure they run smoothly and effectively. The ORBIS toolkit and its four components can be used in the context of deliberative debates, taking place in the project-associated deliberative platforms. Each of these deliberation platform operates independently, has its specific privacy policy (listed below and displayed in each platform), and does not share data with each other, ensuring that analyses remain distinct and data is not combined across platforms.

10. Purpose of the processing
The purpose of processing your data is to enhance deliberative processes and support participants in gaining knowledge and better elaborating information through the ORBIS technological solution. The deliberation platforms—Bcause, PolisOrbis, and Democratic Reflection—receive direct input from participants who are digitally engaged. The processing of data provided through such platforms concerns the interaction with the ORBIS toolkit and its four components, which work together to analyse, summarise, and provide insights from deliberative activities, facilitating evidence-based and transparent decision-making.
Each partner is an independent controller of the personal data gathered and is in charge of its anonymisation or pseudonymisation prior to any sharing. The authorised Controller of processing operations related to the activity described above will process your common personal data and special data only with your prior, specific and explicit consent and only to the extent that they are indispensable in relation to the purpose of the study. The legitimacy basis for processing your data for the above-mentioned purposes is your explicit consent pursuant to Articles 6(1)(a) and 9(2)(a) of the GDPR. The provision of your data for this purpose is optional; however, since it is indispensable for the conduct of the research project, your refusal will not allow you to participate in it. Consent given for the aforementioned purposes may be withdrawn pursuant to Article 7 of the GDPR at any time without providing any justification.
No further data concerning you will be collected, without prejudice to the use of any data already collected to determine, without altering them, the results of the research. In the study, we may discover unexpected results, known as incidental findings, unrelated to the research goals. If significant findings emerge, we’ll promptly inform you, following our established policy for such discoveries. This ensures your informed safety.
11. Research Methodology
The project will last until 31/01/2026, followed by five years of conservation for the purpose of dissemination and publication of the Project’s results.
In the Project are involved public bodies and private subjects, both natural and legal persons, interested in bringing a contribution for a more inclusive deliberative democracy leveraging AI solutions.
ORBIS integrates technological innovation with deliberative democratic models and processes to explore how technologies can enhance deliberative practices and support participants in gaining knowledge and informing decision-making. Participants, selected by pilot teams and informed through the ORBIS information sheet and privacy policy, provide consent via the ORBIS registration form. Data is collected during online and in-person debates, community-led initiatives, and collaborative decision-making processes, focusing on personal information, participation data, opinions, and feedback. The methodology employs several technological tools incorporating AI-related technologies like NLP to improve the quality of discussions, critical thinking, and sensemaking in civic participation. Each partner is responsible for anonymising or pseudonymising data before sharing, ensuring ethical data processing based on explicit participant consent. The collected data is analysed to evaluate the effectiveness of the ORBIS tools, with findings used to refine and enhance the project’s tools and methodologies, ultimately fostering more transparent and collaborative decision-making processes.
12. Data processing methods, nature of the data
For the execution of the project, personal data will be collected and processed. The data will be retained on laboratory servers, appropriately encrypted and password protected. Information that could enable the identification of participants (first name, surname, date of birth, place of birth), collected for the sole purpose of registration in the ORBIS website and giving legal validity to the informed consent signed by the participants, will be retained in a database kept by the data controller (pilot coordinator), in charge of its collection). When personal data are gathered, they are firstly pseudonymised (see table below) and consecutively shared with the authorised researchers in charge of analysing or further elaborating the acquired data. Just the data controller will have access to the original information.
The data will be processed using computer and telematic tools, with an organisation and processing logic exclusively related to the purposes of the research, ensuring their security and confidentiality in accordance with current regulations. In this case, the data controller undertakes to:
- process data through specifically designated researchers;
- take care of the subsequent stages of processing and storing the collected data in such a way that the data subjects are not directly identified, by pseudonymising or anonymising all information;
- communicate the data and/or retain them, in pseudonymised form, in a database accessible to all participants in the research project;
- disseminate results only in aggregate and/or anonymous form.
The deliberative platforms used for digitally engaging participants in debates operate independently and do not share data among themselves. Additionally, no personal data will be inputted into the ORBIS toolkit components for processing. Only pseudonymised data will be provided to these components for elaboration, further ensuring the privacy and confidentiality of participant information.

Process | Pseudonymising data refers to the management process where identifying fields within a data record are replaced by one or more unique identifiers.
The key or additional data to reverse the pseudonymisation is kept separate from the pseudonymised data, ensuring security and integrity of the pseudonymisation process. |
Reversibility | Pseudonymisation is reversible under certain conditions. The original identifiers can be re-associated with the data when necessary. For example, in longitudinal studies that require monitoring the position of an individual at different times, pseudonymisation enables the linkage of data points across these timeframes while maintaining individual privacy.
The independent data controller, having access to the additional information, is the only entity that can re-associate the pseudonymised data with the original personal data. |

13. Image and audio-video processing in research
The processing may also concern images and audio-video of those participating in debates. Their processing is carried out in compliance with the law, completely free of charge; anonymity is guaranteed wherever possible. The consent required for the processing of images is optional. Refusal does not preclude participation in the research.
14. Use of personal data in anonymous form
The data will only be disclosed in anonymous form by means of, for example, scientific publications, statistics and scientific conferences, educational activities.
15. Participants’ right to the termination of research study
Pursuant to and for the purposes of Articles 15 et seq. of the GDPR, you may access your personal data and verify their content, origin, accuracy, location (including in relation to third countries where the data are located and/or the subjects to whom the Data may be communicated), request a copy of, integrate, update, rectify them and, in the cases provided for by applicable law, cancel, limit and transform them into anonymous form, request data portability, withdraw your consent given pursuant to Article 7 of the GDPR and lodge a complaint with the competent supervisory authority pursuant to Article 77 of the GDPR (Personal Data Protection Authority). We also inform you that you may object to the processing of your personal data in accordance with Article 21 of the Regulation. Any change to the original data may have a significant effect on the results of the study. Therefore, when exercising rights involving variation/integration of the recorded data, the requested changes may be noted and recorded in the margin of the original data without modifying the latter.
You may terminate your participation in the study at any time and without providing any justification; in that case, no further data concerning you will be collected, without prejudice to the use of any data already collected to determine, without altering them, the results of the research. To exercise your privacy rights, you may contact the local coordinator in charge of this study at the above-mentioned addresses.
16. Retention
Personal data will only be retained for the duration of the project, and as long as is strictly necessary for its purposes and, in any case, no longer than five years once the project is completed. The data will also be processed for administrative/accounting purposes and retained for the time strictly necessary for pursuing said purposes, subject to a ten-year period to ensure the fiscal, accounting and administrative fulfilments required by law and subject to possibly longer terms, which cannot be determined in advance, as a result of different conditions for lawful processing (e.g. legal proceedings that require processing for more than ten years).
17. Dissemination
Results of the research and of this study can be published with anonymised data only. This ensures that it will not be possible to identify you in any way. Your personal data will never be published.

1. Project aims
The EU-funded ORBIS project aims at fostering a more inclusive, transparent, and trustworthy deliberative democracy within Europe by shaping and supporting innovative democratic models developed through deliberative democratic processes. Moreover, the ORBIS project will develop a sustainable digital environment leveraging advanced AI tools and technologies, validating the outcomes through six distinct use cases, addressing contemporary societal issues. These use cases will experiment with various civic participation and deliberation models while actively engaging stakeholders.
2. Selection criteria
Your participation in this study signifies that you have been carefully chosen by one of our pilots to engage in its deliberation activities. This selection is based on specific criteria relevant to the objectives of the pilot, ensuring a diverse and representative group of participants. Your involvement is crucial for the success of our research, as it helps us gather valuable insights and perspectives to enhance our understanding and development of deliberative democracy solutions.
3. Study activities
This study involves engaging in debates, either online or in person, but digitally enhanced, where you will share your insights and provide feedback on various topics related to democratic processes. These debates, facilitated by ORBIS solution, will occur within pilot settings, and occur through the 3 third-party platform, allowing for experimenting with and exploring how ORBIS technologies can enhance democratic deliberation.

9. Purpose of the study
The study aims to explore how AI and emerging technologies can be utilised to enhance deliberative processes and enhance new deliberative models, supporting participants in gaining knowledge and better elaborating information. Each pilot will explore different scales and purposes of deliberation, providing a unique deliberative journey accompanied by technological support.
The primary objective is to understand how such technology-enhanced deliberative models foster transparent and collaborative decision-making. By engaging in these activities, we aim to gather insights and feedback to improve the effectiveness and inclusivity of democratic practices. For this reason, the activities will also be assessed, evaluating how the technology supports participants in their deliberative activities and decision-making practices. Findings will help us refine and enhance the tools and methodologies used, ensuring effective contribution making deliberation more democratic.
Depending on the pilot’s deliberation plan, the deliberations are conducted in one or more dedicated environments, supporting specific activities of the process. Such environments put in place supporting monitoring mechanisms and are monitored by pilot teams, who oversee the activities to ensure they run smoothly and effectively. The ORBIS toolkit and its four components can be used in the context of deliberative debates, taking place in the project-associated deliberative platforms. Each of these deliberation platform operates independently, has its specific privacy policy (listed below and displayed in each platform), and does not share data with each other, ensuring that analyses remain distinct and data is not combined across platforms.

10. Purpose of the processing
The purpose of processing your data is to enhance deliberative processes and support participants in gaining knowledge and better elaborating information through the ORBIS technological solution. The deliberation platforms—Bcause, PolisOrbis, and Democratic Reflection—receive direct input from participants who are digitally engaged. The processing of data provided through such platforms concerns the interaction with the ORBIS toolkit and its four components, which work together to analyse, summarise, and provide insights from deliberative activities, facilitating evidence-based and transparent decision-making.
Each partner is an independent controller of the personal data gathered and is in charge of its anonymisation or pseudonymisation prior to any sharing. The authorised Controller of processing operations related to the activity described above will process your common personal data and special data only with your prior, specific and explicit consent and only to the extent that they are indispensable in relation to the purpose of the study. The legitimacy basis for processing your data for the above-mentioned purposes is your explicit consent pursuant to Articles 6(1)(a) and 9(2)(a) of the GDPR. The provision of your data for this purpose is optional; however, since it is indispensable for the conduct of the research project, your refusal will not allow you to participate in it. Consent given for the aforementioned purposes may be withdrawn pursuant to Article 7 of the GDPR at any time without providing any justification.
No further data concerning you will be collected, without prejudice to the use of any data already collected to determine, without altering them, the results of the research. In the study, we may discover unexpected results, known as incidental findings, unrelated to the research goals. If significant findings emerge, we’ll promptly inform you, following our established policy for such discoveries. This ensures your informed safety.
11. Research Methodology
The project will last until 31/01/2026, followed by five years of conservation for the purpose of dissemination and publication of the Project’s results.
In the Project are involved public bodies and private subjects, both natural and legal persons, interested in bringing a contribution for a more inclusive deliberative democracy leveraging AI solutions.
ORBIS integrates technological innovation with deliberative democratic models and processes to explore how technologies can enhance deliberative practices and support participants in gaining knowledge and informing decision-making. Participants, selected by pilot teams and informed through the ORBIS information sheet and privacy policy, provide consent via the ORBIS registration form. Data is collected during online and in-person debates, community-led initiatives, and collaborative decision-making processes, focusing on personal information, participation data, opinions, and feedback. The methodology employs several technological tools incorporating AI-related technologies like NLP to improve the quality of discussions, critical thinking, and sensemaking in civic participation. Each partner is responsible for anonymising or pseudonymising data before sharing, ensuring ethical data processing based on explicit participant consent. The collected data is analysed to evaluate the effectiveness of the ORBIS tools, with findings used to refine and enhance the project’s tools and methodologies, ultimately fostering more transparent and collaborative decision-making processes.
12. Data processing methods, nature of the data
For the execution of the project, personal data will be collected and processed. The data will be retained on laboratory servers, appropriately encrypted and password protected. Information that could enable the identification of participants (first name, surname, date of birth, place of birth), collected for the sole purpose of registration in the ORBIS website and giving legal validity to the informed consent signed by the participants, will be retained in a database kept by the data controller (pilot coordinator), in charge of its collection). When personal data are gathered, they are firstly pseudonymised (see table below) and consecutively shared with the authorised researchers in charge of analysing or further elaborating the acquired data. Just the data controller will have access to the original information.
The data will be processed using computer and telematic tools, with an organisation and processing logic exclusively related to the purposes of the research, ensuring their security and confidentiality in accordance with current regulations. In this case, the data controller undertakes to:
- process data through specifically designated researchers;
- take care of the subsequent stages of processing and storing the collected data in such a way that the data subjects are not directly identified, by pseudonymising or anonymising all information;
- communicate the data and/or retain them, in pseudonymised form, in a database accessible to all participants in the research project;
- disseminate results only in aggregate and/or anonymous form.
The deliberative platforms used for digitally engaging participants in debates operate independently and do not share data among themselves. Additionally, no personal data will be inputted into the ORBIS toolkit components for processing. Only pseudonymised data will be provided to these components for elaboration, further ensuring the privacy and confidentiality of participant information.

13. Image and audio-video processing in research
The processing may also concern images and audio-video of those participating in debates. Their processing is carried out in compliance with the law, completely free of charge; anonymity is guaranteed wherever possible. The consent required for the processing of images is optional. Refusal does not preclude participation in the research.
14. Use of personal data in anonymous form
The data will only be disclosed in anonymous form by means of, for example, scientific publications, statistics and scientific conferences, educational activities.
15. Participants’ right to the termination of research study
Pursuant to and for the purposes of Articles 15 et seq. of the GDPR, you may access your personal data and verify their content, origin, accuracy, location (including in relation to third countries where the data are located and/or the subjects to whom the Data may be communicated), request a copy of, integrate, update, rectify them and, in the cases provided for by applicable law, cancel, limit and transform them into anonymous form, request data portability, withdraw your consent given pursuant to Article 7 of the GDPR and lodge a complaint with the competent supervisory authority pursuant to Article 77 of the GDPR (Personal Data Protection Authority). We also inform you that you may object to the processing of your personal data in accordance with Article 21 of the Regulation. Any change to the original data may have a significant effect on the results of the study. Therefore, when exercising rights involving variation/integration of the recorded data, the requested changes may be noted and recorded in the margin of the original data without modifying the latter.
You may terminate your participation in the study at any time and without providing any justification; in that case, no further data concerning you will be collected, without prejudice to the use of any data already collected to determine, without altering them, the results of the research. To exercise your privacy rights, you may contact the local coordinator in charge of this study at the above-mentioned addresses.
16. Retention
Personal data will only be retained for the duration of the project, and as long as is strictly necessary for its purposes and, in any case, no longer than five years once the project is completed. The data will also be processed for administrative/accounting purposes and retained for the time strictly necessary for pursuing said purposes, subject to a ten-year period to ensure the fiscal, accounting and administrative fulfilments required by law and subject to possibly longer terms, which cannot be determined in advance, as a result of different conditions for lawful processing (e.g. legal proceedings that require processing for more than ten years).
17. Dissemination
Results of the research and of this study can be published with anonymised data only. This ensures that it will not be possible to identify you in any way. Your personal data will never be published.

ORBIS technological solution
The ORBIS toolkit consists of specifically developed components (n. 4), that aim to support innovation in socio-technical approaches to deliberative democracy and e-participation.
The toolkit’s components are:
- Argumentation mining

- Feedback aggregation
- Policy-making and collective decision making.
The toolkit can be deployed to assist deliberative debates that take place in the project’s associated deliberation platforms (n. 3), where users are invited to login and participate in a discourse. These platforms serve as third party services, provided by specific ORBIS partners. More specifically, the deliberation platforms involved are: Bcause (by Open University), PolisOrbis (via Copernicani), and Democratic Reflection (by Open University).

The participation in this study consists of different activities. Specifically:
- Online workshops with deliberation activities: during the online workshops, policy commentaries will be presented. Commentaries could receive questions and feedback. The transcripts of the discussions will be captured by MS Teams and fed to BCause. Before and after the workshops, a pre- and post- intervention questionnaire to collect participants’ attitudes will be distributed. CEPS will publish the commentaries and there will be a voting session to select the most well written.
- Young Thinkers session at Ideas Lab: The winning commentary from the previous activity will be presented at CEPS flagship event, Ideas Lab (3-4 March 2025). In this session, 2-3 external speakers will comment on the commentary. The audience could respond to the discussion on stage using Democratic Reflection through their smartphones. Policy recommendations will be delivered at the end of the activity.

10. Purpose of the processing
The purpose of processing your data is to enhance deliberative processes and support participants in gaining knowledge and better elaborating information through the ORBIS technological solution. The deliberation platforms—Bcause, PolisOrbis, and Democratic Reflection—receive direct input from participants who are digitally engaged. The processing of data provided through such platforms concerns the interaction with the ORBIS toolkit and its four components, which work together to analyse, summarise, and provide insights from deliberative activities, facilitating evidence-based and transparent decision-making.
Each partner is an independent controller of the personal data gathered and is in charge of its anonymisation or pseudonymisation prior to any sharing. The authorised Controller of processing operations related to the activity described above will process your common personal data and special data only with your prior, specific and explicit consent and only to the extent that they are indispensable in relation to the purpose of the study. The legitimacy basis for processing your data for the above-mentioned purposes is your explicit consent pursuant to Articles 6(1)(a) and 9(2)(a) of the GDPR. The provision of your data for this purpose is optional; however, since it is indispensable for the conduct of the research project, your refusal will not allow you to participate in it. Consent given for the aforementioned purposes may be withdrawn pursuant to Article 7 of the GDPR at any time without providing any justification.
No further data concerning you will be collected, without prejudice to the use of any data already collected to determine, without altering them, the results of the research. In the study, we may discover unexpected results, known as incidental findings, unrelated to the research goals. If significant findings emerge, we’ll promptly inform you, following our established policy for such discoveries. This ensures your informed safety.
11. Research Methodology
The ORBIS project will last until 31/01/2026, followed by five years of conservation for the purpose of dissemination and publication of the Project’s results. The Project involves public bodies and private subjects, both natural and legal persons, interested in bringing a contribution for a more inclusive deliberative democracy leveraging AI solutions.
The ORBIS research methodology adopts an interdisciplinary approach to enhance deliberative democracy and participation. It integrates a bottom-up strategy, leveraging lessons from the argumentative tradition to enhance deliberation quality. The project explores the presence of mechanisms for scaling to bring organisational, societal or systemic innovation. The ORBIS technological solution incorporates advanced technologies like AI, ML, NLP to improve the quality of discussions, critical thinking, and sensemaking in civic participation. Eventually, the ORBIS project and the Young Thinkers aim to identify theoretical transition paths and also pragmatic steps to scaling deep deliberative democracy in the community.
ORBIS integrates technological innovation with deliberative democratic models and processes to explore how technologies can enhance deliberative practices and support participants in gaining knowledge and informing decision-making. Participants, selected by pilot teams and informed through the ORBIS information sheet and privacy policy, provide consent via the ORBIS registration form. Data is collected during online and in-person debates, community-led initiatives, and collaborative decision-making processes, focusing on personal information, participation data, opinions, and feedback. The methodology employs several technological tools incorporating AI-related technologies like NLP to improve the quality of discussions, critical thinking, and sensemaking in civic participation. Each partner is responsible for anonymising or pseudonymising data before sharing, ensuring ethical data processing based on explicit participant consent. The collected data is analysed to evaluate the effectiveness of the ORBIS tools, with findings used to refine and enhance the project’s tools and methodologies, ultimately fostering more transparent and collaborative decision-making processes.
Your contributions in this Research Study, mainly your opinions on certain topics, will help us better understand the views of the population similar to your characteristics.
12. Data processing methods, nature of the data
For the execution of the above-mentioned research project, personal data will be collected and processed. The data will be retained on laboratory servers, appropriately encrypted and password protected. Information that could enable the identification of participants (first name, surname, date of birth, place of birth), collected for the sole purpose of giving legal validity to the informed consent signed by the participants, will be retained in a database kept by the data controller, in charge of its anonymisation and consecutive sharing with the authorised researchers in charge of analysing the acquired data. Just the data controller will have access to the original information.
The data will be processed via computer and telematic tools, with organisation and processing logic related exclusively to the purposes of the research and, in any case, in such a way as to guarantee their security and confidentiality in accordance with the regulations in force.
In this case, the data controller undertakes to:
- process data through specifically designated researchers;
- take care of the subsequent stages of processing and storing the collected data in such a way that the data subjects are not directly identified, by anonymising information and eventually aggregating information;
- communicate the data and/or retain them, in anonymised form, in a database accessible to all participants in the research project;
- disseminate results only in aggregate and/or anonymous form.
Anonymisation Process: Anonymising data means that all Personally Identifiable Information – data that could be used to identify the individual – is either removed or altered beyond recognition, i.e. with provision of artificial identifiers.
Reversibility Process: Anonymized data is that it cannot be reversed or re-identified, ensuring the individual’s privacy is maintained.
GDPR relation Process: The GDPR does not apply to anonymised data because it no longer constitutes personal data.
13. Image and audio-video processing in research
The processing also concerns images and audio-video of the data subjects. Their processing will be carried out in compliance with the law, completely free of charge; anonymity is guaranteed wherever possible. The consent required for the processing of images is optional. Refusal does not preclude participation in the research.
14. Use of personal data in anonymous form
The data will only be disclosed in anonymous form by means of, for example, scientific publications, statistics and scientific conferences, educational activities.
15. Participants’ right to the termination of research study
Pursuant to and for the purposes of Articles 15 et seq. of the GDPR, you may access your personal data and verify their content, origin, accuracy, location (including in relation to third countries where the data are located and/or the subjects to whom the Data may be communicated), request a copy of, integrate, update, rectify them and, in the cases provided for by applicable law, cancel, limit and transform them into anonymous form, request data portability, withdraw your consent given pursuant to Article 7 of the GDPR and lodge a complaint with the competent supervisory authority pursuant to Article 77 of the GDPR (Personal Data Protection Authority). We also inform you that you may object to the processing of your personal data in accordance with Article 21 of the Regulation. Any change to the original data may have a significant effect on the results of the study. Therefore, when exercising rights involving variation/integration of the recorded data, the requested changes may be noted and recorded in the margin of the original data without modifying the latter.
You may terminate your participation in the study at any time and without providing any justification; in that case, no further data concerning you will be collected, without prejudice to the use of any data already collected to determine, without altering them, the results of the research. To exercise your privacy rights, you may contact the local coordinator in charge of this study at the above-mentioned addresses.
16. Retention
Personal data will only be retained for the duration of the Project, and as long as is strictly necessary for its purposes and, in any case, no longer than five years once the project is completed.
The data will also be processed for administrative/accounting purposes and retained for the time strictly necessary for pursuing said purposes, subject to a ten-year period to ensure the fiscal, accounting and administrative fulfilments required by law and subject to possibly longer terms, which cannot be determined in advance, as a result of different conditions for lawful processing (e.g. legal proceedings that require processing for more than ten years).
17. Dissemination
Results of the research and of this study can be published with anonymised data only. This ensures that it will not be possible to identify you in any way. Your personal data will never be published.

ORBIS “Augmenting participation, co-creation, trust and transparency in Deliberative Democracy at all scales” [GA: 101094765] is a Horizon Europe project that aims to bridge the gap between ambitious democratic ideas and collective actions on a large socio-technical scale, fostering inclusive and transparent Deliberative Democracy in Europe. It provides practical solutions for citizen engagement, leveraging AI-enhanced tools and socio-technical approaches for making democracy more deliberative. ORBIS technological solution
The ORBIS toolkit consists of specifically developed components (n. 4), that aim to support innovation in socio-technical approaches to deliberative democracy and e-participation. The toolkit’s components are: (i) Argumentation mining, (ii) Explanation generator, (iii) Feedback aggregation, and (iv) Policy-making and collective decision making.
The toolkit can be deployed to assist deliberative debates that take place in the project’s associated deliberation platforms (n. 3), where users are invited to login and participate in a discourse. These platforms serve as third party services, provided by specific ORBIS partners. More specifically, the deliberation platforms involved are: Bcause (bcause.kmi.open.ac.uk by Open University), PolisOrbis (polisorbis.copernicani.it via Copernicani), and Democratic Reflection (democratic-reflection.web.app by Open University).

1. Project aims
The EU-funded ORBIS project aims at fostering a more inclusive, transparent, and trustworthy deliberative democracy within Europe by shaping and supporting innovative democratic models developed through deliberative democratic processes.
Specifically, the ORBIS project will:
- Develop a sustainable digital solution leveraging advanced AI tools and technologies.
- Establish connections between theories and technological solutions from political and social sciences, social innovation, AI, argumentation, and digital democracy fields.
- Validate the outcomes through six distinct use cases, addressing contemporary societal issues. These use cases will experiment with various civic participation and deliberation models while actively engaging stakeholders.
2. Selection criteria
Your participation in this study signifies that you have been carefully chosen to engage in its deliberation activities. This selection is based on specific criteria relevant to the objectives of the pilot, ensuring a diverse and representative group of participants. Your involvement is crucial for the success of our research, as it helps us gather valuable insights and perspectives to enhance our understanding and development of deliberative democracy solutions.
Discussions will be inclusive and diverse, with participants selected from local to international levels to ensure meaningful representation of various voices and perspectives. Participants will be selected to form meaningful, diverse and representative group of individuals, who will be chosen according to these criteria:
- Sector Representation including, International Organizations (IOs): Participants from global or regional bodies related to the discussion topic to provide broad, policy-level perspectives; Interest Groups and NGOs: Representatives from advocacy groups focused on the discussion topic to bring in community-driven insights and grassroots-level experiences; Policymakers at European and national and international level involved in creating and implementing policies to share regulatory and policy-making viewpoints. Science Communicators and Journalists: Professionals who specialize in disseminating scientific information on the discussion topic, ensuring accurate and engaging communication. Industry Stakeholders: Representatives from industries, both large and small, to discuss practical challenges and innovations from the business perspective. Scholars and researchers from diverse fields to provide a comprehensive and deep understanding of discussion topic, as well as Practitioners with on-the-ground perspectives and solutions and Innovators and Technologists, working on innovative solutions and technologies to discuss future-forward approaches and advancements. Citizens to provide real-life experiences and concerns.
- Gender Balance: Equal representation of genders to ensure diverse viewpoints and promote gender equity.
- Age Diversity: Inclusion of participants from different age groups to capture a range of experiences, from youth perspectives to those of seasoned professionals.

This approach will maintain functional working groups while enabling broad online participation in an asynchronous format through the ORBIS socio-technical solution.
3. Study activities
This study involves engaging in debates, either online or in person, but digitally enhanced, where you will share your insights and provide feedback on various topics related to democratic processes. These debates, facilitated by ORBIS solution, will occur within pilot settings, and occur through the 3 third-party platform, allowing for experimenting with and exploring how ORBIS technologies can enhance democratic deliberation.

In collaboration with European partners, RIE will organize a series of European Dialogues aimed at depolarizing discussions on critical societal issues. Each event will explore various aspects of the proposed topic, and providing valuable insights and practical knowledge.
These dialogues will follow Re-Imagine Europa’s methodological approach, emphasizing the identification of current narratives, reframing of issues, and depolarization of debates. The goal is to foster collaborative visions and solutions through a deliberative and constructive co-creation process.
Participation in this study entails:
- Engaging in a series of online workshops and events, to share expertise and insights, as well as provide feedback on various aspects related to the proposed topic
- Participating in related initiatives aimed at co-creating policies through active participation
- Actively contribute to testing the components of the ORBIS socio-technical solutions, that the Re-Imagine Europa will progressively integrate within the Dialogues structure. The primary focus will be assessing the benefits of AI-based functionalities related to deliberation analytics and semantically rich structuring. This will facilitate a comprehensive evaluation of AI-enhanced deliberation processes within these critical contexts.
4. Benefits
The benefits arising from this study will not concern any individual participants, but they will support the development of new technological instruments and applications to make democracy more deliberative and inclusive.
5. Risks
Participation in the study does not entail any risk since it is an observational study that only requires the collection of data.
6. Withdrawals
Your participation in this programme is completely voluntary and you may withdraw from the study at any time. You will be informed immediately in the event that information becomes available that may affect your decision to continue with the study in question.
7. Reimbursement
Participation is voluntary and no remuneration is foreseen.
8. Duration and requirements
The pilot phase will take place from August 2024 to January 2026. The pilot team will provide you with the detailed agenda and timeline for the activities, ensuring you are well-informed about the schedule and expectations for your participation.
PRIVACY POLICY
9. Purpose of the study
The study aims to explore how AI and emerging technologies can be utilised to enhance deliberative processes and enhance new deliberative models, supporting participants in gaining knowledge and better elaborating information. Each pilot will explore different scales and purposes of deliberation, providing a unique deliberative journey accompanied by technological support.
The primary objective is to understand how such technology-enhanced deliberative models foster transparent and collaborative decision-making. By engaging in these activities, we aim to gather insights and feedback to improve the effectiveness and inclusivity of democratic practices. For this reason, the activities will also be assessed, evaluating how the technology supports participants in their deliberative activities and decision-making practices. Findings will help us refine and enhance the tools and methodologies used, ensuring effective contribution making deliberation more democratic.
Depending on the pilot’s deliberation plan, the deliberations are conducted in one or more dedicated environments, supporting specific activities of the process. Such environments put in place supporting monitoring mechanisms and are monitored by pilot teams, who oversee the activities to ensure they run smoothly and effectively. The ORBIS toolkit and its four components can be used in the context of deliberative debates, taking place in the project-associated deliberative platforms. Each of these deliberation platform operates independently, has its specific privacy policy (listed below and displayed in each platform), and does not share data with each other, ensuring that analyses remain distinct and data is not combined across platforms.

11. Research Methodology
The project will last until 31/01/2026, followed by five years of conservation for the purpose of dissemination and publication of the Project’s results.
In the Project are involved public bodies and private subjects, both natural and legal persons, interested in bringing a contribution for a more inclusive deliberative democracy leveraging AI solutions.
The ORBIS research methodology adopts an interdisciplinary approach to enhance deliberative democracy and participation. It integrates a bottom-up strategy, leveraging lessons from the argumentative tradition to enhance deliberation quality. The project explores the presence of mechanisms for scaling to bring organisational, societal or systemic innovation. The ORBIS technological solution incorporates advanced technologies like AI, ML, NLP to improve the quality of discussions, critical thinking, and sensemaking in civic participation. The overall approach is evaluated using a comprehensive assessment framework.
ORBIS integrates technological innovation with deliberative democratic models and processes to explore how technologies can enhance deliberative practices and support participants in gaining knowledge and informing decision-making. Participants, selected by pilot teams and informed through the ORBIS information sheet and privacy policy, provide consent via the ORBIS registration. Data is collected during online and in-person debates, community-led initiatives, and collaborative decision-making processes, focusing on personal information, participation data, opinions, and feedback. The methodology employs several technological tools incorporating AI-related technologies like NLP to improve the quality of discussions, critical thinking, and sensemaking in civic participation. Each partner is responsible for anonymising or pseudonymising data before sharing, ensuring ethical data processing based on explicit participant consent. The collected data is analysed to evaluate the effectiveness of the ORBIS tools, with findings used to refine and enhance the project’s tools and methodologies, ultimately fostering more transparent and collaborative decision-making processes.
12. Data processing methods, nature of the data
For the execution of the above-mentioned research project, personal data will be collected and processed. The data will be retained on laboratory servers, appropriately encrypted and password protected. Information that could enable the identification of participants (first name, surname, date of birth, place of birth), collected for the sole purpose of giving legal validity to the informed consent signed by the participants, will be retained in a database kept by the data controller, in charge of its anonymisation or pseudonymisation (see table below) and consecutive sharing with the authorised researchers in charge of analysing the acquired data. Just the data controller will have access to the original information.
The data will be processed via computer and telematic tools, with organisation and processing logic related exclusively to the purposes of the research and, in any case, in such a way as to guarantee their security and confidentiality in accordance with the regulations in force.
In this case, the data controller undertakes to:
- process data through specifically designated researchers;
- take care of the subsequent stages of processing and storing the collected data in such a way that the data subjects are not directly identified, by pseudonymising or anonymising all information;
- communicate the data and/or retain them, in pseudonymised form, in a database accessible to all participants in the research project;
- disseminate results only in aggregate and/or anonymous form.

13. Image and audio-video processing in research
The processing also concerns images and audio-video of the data subjects. Their processing will be carried out in compliance with the law, completely free of charge; anonymity is guaranteed wherever possible. The consent required for the processing of images is optional. Refusal might preclude participation in the research.
14. Use of personal data in anonymous form
The data will only be disclosed in anonymous form by means of, for example, scientific publications, statistics and scientific conferences, educational activities.
15. Participants’ right to the termination of research study
Pursuant to and for the purposes of Articles 15 et seq. of the GDPR, you may access your personal data and verify their content, origin, accuracy, location (including in relation to third countries where the data are located and/or the subjects to whom the Data may be communicated), request a copy of, integrate, update, rectify them and, in the cases provided for by applicable law, cancel, limit and transform them into anonymous form, request data portability, withdraw your consent given pursuant to Article 7 of the GDPR and lodge a complaint with the competent supervisory authority pursuant to Article 77 of the GDPR (Personal Data Protection Authority). We also inform you that you may object to the processing of your personal data in accordance with Article 21 of the Regulation. Any change to the original data may have a significant effect on the results of the study. Therefore, when exercising rights involving variation/integration of the recorded data, the requested changes may be noted and recorded in the margin of the original data without modifying the latter.
You may terminate your participation in the study at any time and without providing any justification; in that case, no further data concerning you will be collected, without prejudice to the use of any data already collected to determine, without altering them, the results of the research. To exercise your privacy rights, you may contact the local coordinator in charge of this study at the above-mentioned addresses.
16. Retention
Personal data will only be retained for the duration of the Project, and as long as is strictly necessary for its purposes and, in any case, no longer than five years once the project is completed.
The data will also be processed for administrative/accounting purposes and retained for the time strictly necessary for pursuing said purposes, subject to a ten-year period to ensure the fiscal, accounting and administrative fulfilments required by law and subject to possibly longer terms, which cannot be determined in advance, as a result of different conditions for lawful processing (e.g. legal proceedings that require processing for more than ten years).
17. Dissemination
Results of the research and of this study can be published with anonymised data only. This ensures that it will not be possible to identify you in any way. Your personal data will never be published.

Soluzione Tecnologica di ORBIS
Il toolkit ORBIS è composto da quattro componenti specificamente sviluppate per supportare l’innovazione negli approcci socio-tecnici alla democrazia deliberativa e all’e-partecipazione. I componenti del toolkit sono: (i) Analisi dell’argomentazione, (ii) Generatore di spiegazioni, (iii) Aggregazione di feedback, e (iv) Supporto per il processo decisionale collettivo e di policy-making.
Il toolkit può essere utilizzato per assistere nei dibattiti deliberativi che si svolgono nelle piattaforme di deliberazione associate al progetto, dove gli utenti sono invitati a registrarsi e a partecipare al discorso. Queste piattaforme operano come servizi di terze parti, forniti da specifici partner del progetto ORBIS. In particolare, le piattaforme di deliberazione coinvolte sono: BCause (bcause.kmi.open.ac.uk fornito da Open University), PolisOrbis (polisorbis.copernicani.it forniti da Copernicani) e Democratic Reflection (democratic-reflection.web.app fornito da Open University).

1. Obiettivi del progetto
Il progetto ORBIS, finanziato dall’UE, mira a promuovere una democrazia deliberativa più inclusiva, trasparente e affidabile all’interno dell’Europa, sviluppando e supportando modelli democratici innovativi attraverso processi deliberativi. Inoltre, ORBIS si propone di creare un ambiente digitale sostenibile, che sfrutta strumenti e tecnologie avanzate di Intelligenza Artificiale (IA), convalidando i risultati attraverso sei casi d’uso distinti, rivolti a tematiche sociali attuali. Questi casi esplorano diversi modelli di partecipazione e deliberazione civica, coinvolgendo attivamente gli stakeholder.
2. Criteri di selezione
La tua partecipazione a questo studio indica che sei stato/a selezionato/a da uno dei nostri piloti per partecipare alle sue attività di deliberazione. Questa selezione si basa su criteri specifici e rilevanti per gli obiettivi del pilota, garantendo un gruppo di partecipanti diversificato e rappresentativo. Il tuo contributo è fondamentale per il successo della nostra ricerca, poiché ci aiuta a raccogliere informazioni e prospettive preziose per migliorare la nostra comprensione e lo sviluppo di soluzioni per la democrazia deliberativa.
3. Attività dello studio
Lo studio prevede la partecipazione a dibattiti, sia online che in presenza, ma supportati da strumenti digitali, durante i quali condividerai le tue opinioni e fornirai feedback su vari temi legati ai processi democratici. Questi dibattiti, facilitati dalla piattaforma ORBIS, avranno luogo all’interno dei contesti dei piloti e si svolgeranno sulle piattaforme di terze parti sopra indicate, permettendo di sperimentare e esplorare come le tecnologie di ORBIS possano potenziare la deliberazione democratica.

4. Benefici
I benefici non riguarderanno i singoli partecipanti, ma contribuiranno allo sviluppo di nuovi strumenti e applicazioni tecnologiche per rendere la democrazia più deliberativa e inclusiva.

La partecipazione non comporta alcun rischio, in quanto si tratta di uno studio osservazionale che richiede solo la raccolta dei dati.
6. Recesso
La tua partecipazione a questo studio è completamente volontaria e potrai ritirarti in qualsiasi momento. Sarai informato/a immediatamente qualora vengano rese disponibili informazioni che potrebbero influenzare la tua decisione di continuare a partecipare allo studio in questione.

8. Durata e requisiti
La durata della tua partecipazione varierà in base all’agenda stabilita da ciascun pilota. Le attività potranno differire in durata a seconda dei requisiti specifici del pilota con cui sei coinvolto/a. Il team del pilota ti fornirà un’agenda dettagliata e una cronologia delle attività, assicurandosi che tu sia ben informato/a riguardo al calendario e alle aspettative per la tua partecipazione.
INFORMATIVA SUL TRATTAMENTO DEI DAI PERSONALI
9. Finalità dello studio
Lo studio ha l’obiettivo di esplorare come l’IA e le tecnologie emergenti possano essere utilizzate per migliorare i processi deliberativi e sviluppare nuovi modelli deliberativi, supportando i partecipanti nel consolidare conoscenze e nell’elaborare meglio le informazioni. Ogni pilota esplorerà scale e obiettivi di deliberazione diversi, offrendo un percorso deliberativo unico accompagnato dal supporto tecnologico.
L’obiettivo principale è comprendere come tali modelli deliberativi, potenziati dalla tecnologia, favoriscano una presa di decisione trasparente e collaborativa. Partecipando a queste attività, raccoglieremo spunti e feedback per migliorare l’efficacia e l’inclusività delle pratiche democratiche. Per questo motivo, le attività verranno valutate, esaminando come la tecnologia supporti i partecipanti nelle loro attività deliberative e nei processi decisionali. I risultati ci aiuteranno a perfezionare e migliorare gli strumenti e le metodologie utilizzate, garantendo un contributo effettivo nel rendere la deliberazione più democratica.
A seconda del piano di deliberazione del pilota, le deliberazioni sono condotte in uno o più ambienti dedicati che supportano attività specifiche del processo. Tali ambienti mettono in atto meccanismi di monitoraggio e sono supervisionati dai team dei piloti, che assicurano il regolare svolgimento e l’efficacia delle attività. Il toolkit ORBIS e i suoi quattro componenti possono essere utilizzati nel contesto di dibattiti deliberativi, che si svolgono nelle piattaforme di deliberazione associate al progetto. Ciascuna di queste piattaforme di deliberazione opera in modo indipendente, ha una specifica informativa sulla privacy (elencata di seguito e visualizzata in ciascuna piattaforma) e non condivide i dati tra di loro, garantendo che le analisi restino distinte e che i dati non vengano combinati tra piattaforme.

10. Finalità del trattamento
Il trattamento dei tuoi dati ha lo scopo di migliorare i processi deliberativi e supportare i partecipanti nell’acquisizione di conoscenze e nella migliore elaborazione delle informazioni attraverso la soluzione tecnologica ORBIS. Le piattaforme di deliberazione – BCause, PolisOrbis e Democratic Reflection – raccolgono direttamente i contributi dei partecipanti digitalmente coinvolti. Il trattamento dei dati forniti tramite tali piattaforme riguarda l’interazione con il toolkit ORBIS e i suoi quattro componenti, che lavorano insieme per analizzare, sintetizzare e fornire approfondimenti sulle attività deliberative, facilitando una presa di decisioni basata su evidenze e trasparente.
Ogni partner agisce come titolare autonomo indipendente dei dati personali raccolti ed è responsabile della loro anonimizzazione o pseudonimizzazione prima di qualsiasi condivisione. Il Titolare autorizzato per le operazioni di trattamento relative alle attività descritte tratterà i tuoi dati personali comuni e quelli particolari solo con il tuo previo, specifico e esplicito consenso e unicamente nella misura in cui siano indispensabili per gli scopi dello studio. La base giuridica per il trattamento dei tuoi dati ai fini sopra indicati è il consenso esplicito ai sensi degli articoli 6(1)(a) e 9(2)(a) del GDPR. Il conferimento dei tuoi dati per tale scopo è facoltativa; tuttavia, poiché è indispensabile per lo svolgimento del progetto di ricerca, il tuo rifiuto non ti consentirà di parteciparvi. Il consenso dato per le finalità sopra indicate può essere revocato in qualsiasi momento ai sensi dell’articolo 7 del GDPR, senza necessità di giustificazione.
Non saranno raccolti ulteriori dati che ti riguardino, fatti salvi l’utilizzo dei dati già raccolti per determinare, senza alterazioni, i risultati della ricerca. Durante lo studio potrebbero emergere risultati inaspettati, detti risultati incidentali, non correlati agli obiettivi di ricerca. Qualora emergano risultati significativi, sarai prontamente informato/a secondo la nostra politica stabilita per tali scoperte, garantendo così la sicurezza della tua informazione.
11. Metodologia della ricerca
Il progetto durerà fino al 31/01/2026, seguito da un periodo di conservazione di cinque anni per la diffusione e pubblicazione dei risultati del progetto.
Al progetto partecipano enti pubblici e soggetti privati, sia persone fisiche che giuridiche, interessati a dare un contributo per una democrazia deliberativa più inclusiva grazie all’uso di soluzioni di IA. ORBIS integra l’innovazione tecnologica con modelli e processi democratici deliberativi per esplorare come le tecnologie possano migliorare le pratiche deliberative e supportare i partecipanti nell’acquisizione di conoscenze per informare le decisioni. I partecipanti, selezionati dai team dei piloti e informati tramite il foglio informativo e l’informativa privacy di ORBIS, forniscono il consenso tramite il modulo di consenso di ORBIS. I dati sono raccolti durante dibattiti online e in presenza, iniziative guidate dalle comunità e processi di decisione collaborativa, con un focus su informazioni personali, dati di partecipazione, opinioni e feedback.
La metodologia impiega diversi strumenti tecnologici che incorporano tecnologie IA come il NLP, migliorando la qualità delle discussioni, il pensiero critico e la comprensione nel contesto della partecipazione civica. Ciascun partner è responsabile dell’anonimizzazione o della pseudonimizzazione dei dati prima della condivisione, garantendo un trattamento etico dei dati basato sul consenso esplicito dei partecipanti. I dati raccolti sono analizzati per valutare l’efficacia degli strumenti di ORBIS; i risultati serviranno per perfezionare e migliorare gli strumenti e le metodologie del progetto, favorendo processi decisionali più trasparenti e collaborativi.
12. Metodi di trattamento dei dati, natura dei dati
Per l’esecuzione del progetto, verranno raccolti e trattati dati personali. I dati saranno conservati su server di laboratorio, adeguatamente criptati e protetti da password. Le informazioni che potrebbero consentire l’identificazione dei partecipanti (nome, cognome, data e luogo di nascita), raccolte al solo fine di registrarsi sul sito di ORBIS e dare validità legale al consenso informato firmato dai partecipanti, saranno conservate in un database gestito dal titolare del trattamento (coordinatore del pilota), incaricato della raccolta. Quando vengono raccolti dati personali, questi sono dapprima pseudonimizzati (vedi tabella sotto) e successivamente condivisi con i ricercatori autorizzati incaricati dell’analisi o ulteriore elaborazione dei dati acquisiti. Solo il titolare del trattamento avrà accesso alle informazioni originali.
I dati verranno trattati mediante strumenti informatici e telematici, con una logica di organizzazione e trattamento esclusivamente correlata agli scopi della ricerca, garantendo la sicurezza e la riservatezza in conformità con la normativa vigente. In questo contesto, il titolare del trattamento si impegna a:
- trattare i dati tramite ricercatori appositamente designati;
- curare le successive fasi di trattamento e conservazione dei dati raccolti in modo che gli interessati non siano direttamente identificabili, pseudonimizzando o anonimizzando tutte le informazioni;
- comunicare i dati e/o conservarli, in forma pseudonimizzata, in un database accessibile a tutti i partecipanti al progetto di ricerca;
- diffondere i risultati solo in forma aggregata e/o anonima.
Le piattaforme deliberative utilizzate per il coinvolgimento digitale dei partecipanti nei dibattiti operano indipendentemente e non condividono dati tra di loro. Inoltre, nessun dato personale sarà inserito nei componenti del toolkit ORBIS per l’elaborazione. Solo dati pseudonimizzati saranno forniti a tali componenti per l’elaborazione, garantendo ulteriormente la privacy e la riservatezza delle informazioni dei partecipanti.

13. Trattamento di immagini e audio-video nella ricerca
Il trattamento potrà riguardare anche immagini e registrazioni audio-video dei partecipanti ai dibattiti. Tale trattamento avverrà nel rispetto delle normative vigenti, sarà del tutto gratuito e sarà garantito l’anonimato ove possibile. Il consenso richiesto per il trattamento di immagini è facoltativo; un eventuale rifiuto non preclude la partecipazione alla ricerca.
14. Utilizzo dei dati personali in forma anonima
I dati saranno divulgati esclusivamente in forma anonima, ad esempio attraverso pubblicazioni scientifiche, statistiche, conferenze scientifiche e attività didattiche.
15. Diritto dei partecipanti alla cessazione dello studio di ricerca
In conformità agli articoli 15 e seguenti del GDPR, è possibile accedere ai propri dati personali e verificarne il contenuto, l’origine, l’accuratezza, l’ubicazione (anche in relazione a Paesi terzi in cui i dati sono localizzati e/o ai soggetti a cui i dati possono essere comunicati), richiederne copia, integrazione, aggiornamento, rettifica e, nei casi previsti dalla normativa vigente, la cancellazione, limitazione o trasformazione in forma anonima, richiedere la portabilità dei dati, revocare il consenso prestato ai sensi dell’articolo 7 del GDPR e proporre reclamo all’Autorità di controllo competente ai sensi dell’articolo 77 del GDPR (Autorità Garante per la Protezione dei Dati Personali).
È inoltre possibile opporsi al trattamento dei propri dati personali ai sensi dell’articolo 21 del GDPR. Eventuali modifiche ai dati originari potrebbero influire significativamente sui risultati dello studio. Pertanto, nell’esercizio dei diritti che comportano variazione/integrazione dei dati registrati, le modifiche richieste potranno essere annotate e registrate a margine dei dati originali senza modificarli.
È possibile interrompere la propria partecipazione allo studio in qualsiasi momento e senza fornire giustificazioni; in tal caso, non saranno raccolti ulteriori dati personali che ti riguardano, fatto salvo l’uso di eventuali dati già raccolti al fine di determinare, senza alterarli, i risultati della ricerca. Per esercitare i propri diritti in materia di privacy, è possibile contattare il responsabile locale della ricerca agli indirizzi sopra indicati.
16. Conservazione dei dati
I dati personali saranno conservati solo per la durata del progetto e per il tempo strettamente necessario ai suoi scopi e, in ogni caso, non oltre cinque anni dal completamento del progetto. I dati saranno inoltre trattati per finalità amministrative e contabili e conservati per il tempo strettamente necessario al perseguimento di tali finalità, con un termine di dieci anni per garantire gli adempimenti fiscali, contabili e amministrativi richiesti dalla legge e con possibilità di termini più lunghi, non determinabili in anticipo, derivanti da diverse condizioni per un trattamento lecito (ad es. procedimenti legali che richiedono trattamenti per oltre dieci anni).
17. Diffusione
I risultati della ricerca e dello studio potranno essere pubblicati solo con dati anonimizzati, garantendo che non sia possibile identificare in alcun modo i partecipanti. I dati personali non saranno mai pubblicati.

ORBIS brief description
ORBIS “Augmenting participation, co-creation, trust and transparency in Deliberative Democracy at all scales” [GA: 101094765] is a Horizon Europe project that aims to bridge the gap between ambitious democratic ideas and collective actions on a large socio-technical scale, fostering inclusive and transparent Deliberative Democracy in Europe. It provides practical solutions for citizen engagement, leveraging AI-enhanced tools and socio-technical approaches for making democracy more deliberative. ORBIS technological solution
The ORBIS toolkit consists of specifically developed components (n. 4), that aim to support innovation in socio-technical approaches to deliberative democracy and e-participation. The toolkit’s components are: (i) Argumentation mining, (ii) Explanation generator, (iii) Feedback aggregation, and (iv) Policy-making and collective decision making.
The toolkit can be deployed to assist deliberative debates that take place in the project’s associated deliberation platforms (n. 3), where users are invited to login and participate in a discourse. These platforms serve as third party services, provided by specific ORBIS partners. More specifically, the deliberation platforms involved are: BCause (bcause.kmi.open.ac.uk by Open University), PolisOrbis (polisorbis.copernicani.it via Copernicani), and Democratic Reflection (democratic-reflection.web.app by Open University).
Access is granted through the ORBIS website and registration, utilising a unique log-in that is fully GDPR compliant (https://zitadel.com/gdpr). When subscribing, we invite using a nickname as a username for privacy reasons.

1. Project aims
The EU-funded ORBIS project aims at fostering a more inclusive, transparent, and trustworthy deliberative democracy within Europe by shaping and supporting innovative democratic models developed through deliberative democratic processes. Moreover, the ORBIS project will develop a sustainable digital environment leveraging advanced AI tools and technologies, validating the outcomes through six distinct use cases, addressing contemporary societal issues. These use cases will experiment with various civic participation and deliberation models while actively engaging stakeholders.
2. Selection criteria
Your participation in this study signifies that you have been carefully chosen by one of our pilots to engage in its deliberation activities. This selection is based on specific criteria relevant to the objectives of the pilot, ensuring a diverse and representative group of participants. Your involvement is crucial for the success of our research, as it helps us gather valuable insights and perspectives to enhance our understanding and development of deliberative democracy solutions.
3. Study activities
This study involves engaging in debates, either online or in person, but digitally enhanced, where you will share your insights and provide feedback on various topics related to democratic processes. These debates, facilitated by ORBIS solution, will occur within pilot settings, and occur through the 3 third-party platform, allowing for experimenting with and exploring how ORBIS technologies can enhance democratic deliberation.

The benefits will not concern any individual participants, but they will support the development of new technological instruments and applications to make democracy more deliberative and inclusive.

Participation does not entail any risk since it is an observational study that only requires data collection.

Your participation in this study is completely voluntary and you may withdraw from it at any time. You will be informed immediately in the event that information becomes available that may affect your decision to continue with the study in question.

8. Duration and requirements
The duration of your participation will vary depending on the agenda set by each pilot. Activities may differ in length according to the specific requirements of the pilot you are involved with. The pilot team will provide you with the detailed agenda and timeline for the activities, ensuring you are well-informed about the schedule and expectations for your participation.
PRIVACY POLICY
9. Purpose of the study
The study aims to explore how AI and emerging technologies can be utilised to enhance deliberative processes and enhance new deliberative models, supporting participants in gaining knowledge and better elaborating information. Each pilot will explore different scales and purposes of deliberation, providing a unique deliberative journey accompanied by technological support.
The primary objective is to understand how such technology-enhanced deliberative models foster transparent and collaborative decision-making. By engaging in these activities, we aim to gather insights and feedback to improve the effectiveness and inclusivity of democratic practices. For this reason, the activities will also be assessed, evaluating how the technology supports participants in their deliberative activities and decision-making practices. Findings will help us refine and enhance the tools and methodologies used, ensuring effective contribution making deliberation more democratic.
Depending on the pilot’s deliberation plan, the deliberations are conducted in one or more dedicated environments, supporting specific activities of the process. Such environments put in place supporting monitoring mechanisms and are monitored by pilot teams, who oversee the activities to ensure they run smoothly and effectively. The ORBIS toolkit and its four components can be used in the context of deliberative debates, taking place in the project-associated deliberative platforms. Each of these deliberation platform operates independently, has its specific privacy policy (listed below and displayed in each platform), and does not share data with each other, ensuring that analyses remain distinct and data is not combined across platforms.

10. Purpose of the processing
The purpose of processing your data is to enhance deliberative processes and support participants in gaining knowledge and better elaborating information through the ORBIS technological solution. The deliberation platforms—BCause, PolisOrbis, and Democratic Reflection—receive direct input from participants who are digitally engaged. The processing of data provided through such platforms concerns the interaction with the ORBIS toolkit and its four components, which work together to analyse, summarise, and provide insights from deliberative activities, facilitating evidence-based and transparent decision-making.
Each partner is an independent controller of the personal data gathered and is in charge of its anonymisation or pseudonymisation prior to any sharing. The authorised Controller of processing operations related to the activity described above will process your common personal data and special data only with your prior, specific and explicit consent and only to the extent that they are indispensable in relation to the purpose of the study. The legitimacy basis for processing your data for the above-mentioned purposes is your explicit consent pursuant to Articles 6(1)(a) and 9(2)(a) of the GDPR. The provision of your data for this purpose is optional; however, since it is indispensable for the conduct of the research project, your refusal will not allow you to participate in it. Consent given for the aforementioned purposes may be withdrawn pursuant to Article 7 of the GDPR at any time without providing any justification.
No further data concerning you will be collected, without prejudice to the use of any data already collected to determine, without altering them, the results of the research. In the study, we may discover unexpected results, known as incidental findings, unrelated to the research goals. If significant findings emerge, we’ll promptly inform you, following our established policy for such discoveries. This ensures your informed safety.
11. Research Methodology
The project will last until 31/01/2026, followed by five years of conservation for the purpose of dissemination and publication of the Project’s results.
In the Project are involved public bodies and private subjects, both natural and legal persons, interested in bringing a contribution for a more inclusive deliberative democracy leveraging AI solutions.
ORBIS integrates technological innovation with deliberative democratic models and processes to explore how technologies can enhance deliberative practices and support participants in gaining knowledge and informing decision-making. Participants, selected by pilot teams and informed through the ORBIS information sheet and privacy policy, provide consent via the ORBIS consent form. Data is collected during online and in-person debates, community-led initiatives, and collaborative decision-making processes, focusing on personal information, participation data, opinions, and feedback. The methodology employs several technological tools incorporating AI-related technologies like NLP to improve the quality of discussions, critical thinking, and sensemaking in civic participation. Each partner is responsible for anonymising or pseudonymising data before sharing, ensuring ethical data processing based on explicit participant consent. The collected data is analysed to evaluate the effectiveness of the ORBIS tools, with findings used to refine and enhance the project’s tools and methodologies, ultimately fostering more transparent and collaborative decision-making processes.
12. Data processing methods, nature of the data
For the execution of the project, personal data will be collected and processed. The data will be retained on laboratory servers, appropriately encrypted and password protected. Information that could enable the identification of participants (first name, surname, date of birth, place of birth), collected for the sole purpose of registration in the ORBIS website and giving legal validity to the informed consent signed by the participants, will be retained in a database kept by the data controller (pilot coordinator), in charge of its collection). When personal data are gathered, they are firstly pseudonymised (see table below) and consecutively shared with the authorised researchers in charge of analysing or further elaborating the acquired data. Just the data controller will have access to the original information.
The data will be processed using computer and telematic tools, with an organisation and processing logic exclusively related to the purposes of the research, ensuring their security and confidentiality in accordance with current regulations. In this case, the data controller undertakes to:
- process data through specifically designated researchers;
- take care of the subsequent stages of processing and storing the collected data in such a way that the data subjects are not directly identified, by pseudonymising or anonymising all information;
- communicate the data and/or retain them, in pseudonymised form, in a database accessible to all participants in the research project;
- disseminate results only in aggregate and/or anonymous form.
The deliberative platforms used for digitally engaging participants in debates operate independently and do not share data among themselves. Additionally, no personal data will be inputted into the ORBIS toolkit components for processing. Only pseudonymised data will be provided to these components for elaboration, further ensuring the privacy and confidentiality of participant information.

13. Image and audio-video processing in research
The processing may also concern images and audio-video of those participating in debates. Their processing is carried out in compliance with the law, completely free of charge; anonymity is guaranteed wherever possible. The consent required for the processing of images is optional. Refusal does not preclude participation in the research.
14. Use of personal data in anonymous form
The data will only be disclosed in anonymous form by means of, for example, scientific publications, statistics and scientific conferences, educational activities.
15. Participants’ right to the termination of research study
Pursuant to and for the purposes of Articles 15 et seq. of the GDPR, you may access your personal data and verify their content, origin, accuracy, location (including in relation to third countries where the data are located and/or the subjects to whom the Data may be communicated), request a copy of, integrate, update, rectify them and, in the cases provided for by applicable law, cancel, limit and transform them into anonymous form, request data portability, withdraw your consent given pursuant to Article 7 of the GDPR and lodge a complaint with the competent supervisory authority pursuant to Article 77 of the GDPR (Personal Data Protection Authority). We also inform you that you may object to the processing of your personal data in accordance with Article 21 of the Regulation. Any change to the original data may have a significant effect on the results of the study. Therefore, when exercising rights involving variation/integration of the recorded data, the requested changes may be noted and recorded in the margin of the original data without modifying the latter.
You may terminate your participation in the study at any time and without providing any justification; in that case, no further data concerning you will be collected, without prejudice to the use of any data already collected to determine, without altering them, the results of the research. To exercise your privacy rights, you may contact the local coordinator in charge of this study at the above-mentioned addresses.
16. Retention
Personal data will only be retained for the duration of the project, and as long as is strictly necessary for its purposes and, in any case, no longer than five years once the project is completed. The data will also be processed for administrative/accounting purposes and retained for the time strictly necessary for pursuing said purposes, subject to a ten-year period to ensure the fiscal, accounting and administrative fulfilments required by law and subject to possibly longer terms, which cannot be determined in advance, as a result of different conditions for lawful processing (e.g. legal proceedings that require processing for more than ten years).
17. Dissemination
Results of the research and of this study can be published with anonymised data only. This ensures that it will not be possible to identify you in any way. Your personal data will never be published.

ORBIS Σύντομη περιγραφή
Το ORBIS «Ενίσχυση συμμετοχής, συνδημιουργίας, εμπιστοσύνης και διαφάνειας στη Διαλεκτική Δημοκρατία σε όλα τα επίπεδα (ORBIS)» [GA: 101094765] είναι ένα έργο Horizon Europe, που στοχεύει να γεφυρώσει το χάσμα μεταξύ φιλόδοξων δημοκρατικών ιδεών και συλλογικών δράσεων σε μεγάλη κοινωνικο-τεχνική κλίμακα, προωθώντας την χωρίς αποκλεισμούς και με διαφάνεια Διαβουλευτική Δημοκρατία στην Ευρώπη. Παρέχει πρακτικές λύσεις για τη συμμετοχή των πολιτών, αξιοποιώντας εργαλεία ενισχυμένα με τεχνητή νοημοσύνη και κοινωνικο-τεχνικές προσεγγίσεις για να καταστήσει τη δημοκρατία πιο διαβουλευτική. ORBIS τεχνολογική λύση
Η εργαλειοθήκη ORBIS αποτελείται από ειδικά αναπτυγμένα στοιχεία (4 σε αριθμό), που στοχεύουν στην υποστήριξη της καινοτομίας στις κοινωνικο-τεχνικές προσεγγίσεις για τη διαβουλευτική δημοκρατία και την ηλεκτρονική συμμετοχή. Τα στοιχεία της εργαλειοθήκης είναι: (i) Εξόρυξη επιχειρημάτων, (ii) Δημιουργία επεξηγήσεων, (iii) Συγκέντρωση σχολίων και (iv) χάραξη πολιτικής και συλλογική λήψη αποφάσεων.
Η εργαλειοθήκη μπορεί να χρησιμοποιηθεί για να βοηθήσει τις διαβουλευτικές συζητήσεις που λαμβάνουν χώρα στις σχετικές πλατφόρμες διαβούλευσης του έργου (3 σε αριθμό), όπου οι χρήστες καλούνται να συνδεθούν και να συμμετάσχουν σε μια συζήτηση. Αυτές οι πλατφόρμες λειτουργούν ως υπηρεσίες τρίτων, που παρέχονται από συγκεκριμένους συνεργάτες του ORBIS. 1. Στόχοι του έργου
Το χρηματοδοτούμενο από την ΕΕ έργο ORBIS στοχεύει στην προώθηση μιας πιο περιεκτικής, διαφανούς και αξιόπιστης διαβουλευτικής δημοκρατίας στην Ευρώπη, διαμορφώνοντας και υποστηρίζοντας καινοτόμα δημοκρατικά μοντέλα που αναπτύχθηκαν μέσω διαβουλευτικών δημοκρατικών διαδικασιών. Επιπλέον, το έργο ORBIS θα αναπτύξει ένα βιώσιμο ψηφιακό περιβάλλον αξιοποιώντας προηγμένα εργαλεία και τεχνολογίες τεχνητής νοημοσύνης, επικυρώνοντας τα αποτελέσματα μέσω έξι διακριτών περιπτώσεων χρήσης, αντιμετωπίζοντας σύγχρονα κοινωνικά ζητήματα. Αυτές οι περιπτώσεις χρήσης θα πειραματιστούν με διάφορα μοντέλα συμμετοχής του πολίτη και διαβούλευσης, ενώ θα εμπλακούν ενεργά τα ενδιαφερόμενα μέρη.
2. Κριτήρια επιλογής
Η συμμετοχή σας σε αυτήν τη μελέτη υποδηλώνει ότι έχετε επιλεγεί προσεκτικά από έναν από τους πιλότους μας για να συμμετάσχετε στις δραστηριότητες διαβούλευσης του. Αυτή η επιλογή βασίζεται σε συγκεκριμένα κριτήρια σχετικά με τους στόχους του πιλότου, διασφαλίζοντας μια ποικιλόμορφη και αντιπροσωπευτική ομάδα συμμετεχόντων. Η συμμετοχή σας είναι ζωτικής σημασίας για την επιτυχία της έρευνάς μας, καθώς μας βοηθά να συγκεντρώσουμε πολύτιμες γνώσεις και προοπτικές για να βελτιώσουμε την κατανόησή μας και την ανάπτυξη λύσεων διαβουλευτικής δημοκρατίας.
3. Δραστηριότητες μελέτης
Αυτή η μελέτη περιλαμβάνει τη συμμετοχή σε συζητήσεις, είτε διαδικτυακά είτε αυτοπροσώπως, αλλά ψηφιακά βελτιωμένη, όπου θα μοιραστείτε τις γνώσεις σας και θα παρέχετε σχόλια για διάφορα θέματα που σχετίζονται με δημοκρατικές διαδικασίες. Αυτές οι συζητήσεις, που διευκολύνονται από τη λύση ORBIS, θα πραγματοποιηθούν σε πιλοτικές ρυθμίσεις και θα πραγματοποιηθούν μέσω των 3 πλατφορμών τρίτων, επιτρέποντας τον πειραματισμό και τη διερεύνηση του τρόπου με τον οποίο οι τεχνολογίες ORBIS μπορούν να ενισχύσουν τη δημοκρατική συζήτηση.

4. Πλεονεκτήματα
Τα οφέλη δεν θα αφορούν κανέναν μεμονωμένο συμμετέχοντα, αλλά θα υποστηρίξουν την ανάπτυξη νέων τεχνολογικών οργάνων και εφαρμογών για να γίνει η δημοκρατία πιο διαβουλευτική και περιεκτική.
5. Κίνδυνοι
Η συμμετοχή δεν ενέχει κανέναν κίνδυνο αφού είναι μια μελέτη παρατήρησης που απαιτεί μόνο συλλογή δεδομένων.
6. Αποσύρσεις
Η συμμετοχή σας σε αυτή τη μελέτη είναι απολύτως εθελοντική και μπορείτε να αποχωρήσετε από αυτήν ανά πάσα στιγμή. Θα ενημερωθείτε αμέσως σε περίπτωση που καταστούν διαθέσιμες πληροφορίες που μπορεί να επηρεάσουν την απόφασή σας να συνεχίσετε την εν λόγω μελέτη.
7. Αποζημίωση
Η συμμετοχή είναι εθελοντική.
8. Διάρκεια και απαιτήσεις
Η διάρκεια της συμμετοχής σας θα ποικίλλει ανάλογα με την ατζέντα που ορίζει ο κάθε πιλότος. Οι δραστηριότητες μπορεί να διαφέρουν σε διάρκεια, ανάλογα με τις ειδικές απαιτήσεις του πιλότου με τον οποίο συμμετέχετε. Η πιλοτική ομάδα θα σας παράσχει λεπτομερή ατζέντα και χρονοδιάγραμμα για τις δραστηριότητες, διασφαλίζοντας ότι είστε καλά ενημερωμένοι για το πρόγραμμα και τις προσδοκίες για τη συμμετοχή σας.
ΠΟΛΙΤΙΚΗ ΑΠΟΡΡΗΤΟΥ
9. Σκοπός της μελέτης
Η μελέτη στοχεύει να διερευνήσει πώς η τεχνητή νοημοσύνη και οι προκύπτουσες τεχνολογίες μπορούν να χρησιμοποιηθούν για τη βελτίωση των διαβουλευτικών διαδικασιών και την ενίσχυση νέων διαβουλευτικών μοντέλων, υποστηρίζοντας τους συμμετέχοντες στην απόκτηση γνώσεων και στην καλύτερη επεξεργασία πληροφοριών. Κάθε πιλότος θα εξερευνήσει διαφορετικές κλίμακες και σκοπούς διαβούλευσης, παρέχοντας ένα μοναδικό διαβουλευτικό ταξίδι συνοδευόμενο από τεχνολογική υποστήριξη.
Ο πρωταρχικός στόχος είναι να κατανοήσουμε πώς τέτοια διαβουλευτικά μοντέλα βελτιωμένα από την τεχνολογία ενθαρρύνουν τη διαφανή και συνεργατική λήψη αποφάσεων. Μέσω αυτών των δραστηριοτήτων, στοχεύουμε να συγκεντρώσουμε γνώσεις και σχόλια για να βελτιώσουμε την αποτελεσματικότητα και τη συμπερίληψη των δημοκρατικών πρακτικών. Για τον λόγο αυτό, οι δραστηριότητες θα αξιολογηθούν επίσης, εκτιμώντας τον τρόπο με τον οποίο η τεχνολογία υποστηρίζει τους συμμετέχοντες στις διαβουλευτικές τους δραστηριότητες και στις πρακτικές λήψης αποφάσεων. Τα ευρήματα θα μας βοηθήσουν να ραφινάρουμε και να βελτιώσουμε τα εργαλεία και τις μεθοδολογίες που χρησιμοποιούνται, διασφαλίζοντας την αποτελεσματική συμμετοχή που καθιστά τη συζήτηση πιο δημοκρατική.
Ανάλογα με το σχέδιο διαβούλευσης του πιλότου, οι συζητήσεις διεξάγονται σε ένα ή περισσότερα ειδικά περιβάλλοντα, υποστηρίζοντας συγκεκριμένες δραστηριότητες της διαδικασίας. Τέτοια περιβάλλοντα δημιουργούν υποστηρικτικούς μηχανισμούς παρακολούθησης και παρακολουθούνται από τις πιλοτικές ομάδες, οι οποίες επιβλέπουν τις δραστηριότητες για να διασφαλίσουν ότι λειτουργούν ομαλά και αποτελεσματικά. Η εργαλειοθήκη ORBIS και τα τέσσερα στοιχεία της μπορούν να χρησιμοποιηθούν στο πλαίσιο διαβουλευτικών συζητήσεων, που λαμβάνουν χώρα στις διαβουλευτικές πλατφόρμες που σχετίζονται με το έργο. Κάθε μία από αυτές τις πλατφόρμες διαβούλευσης λειτουργεί ανεξάρτητα, έχει συγκεκριμένη πολιτική απορρήτου (παρατίθεται παρακάτω και εμφανίζεται σε κάθε πλατφόρμα) και δεν μοιράζεται δεδομένα μεταξύ τους, διασφαλίζοντας ότι οι αναλύσεις παραμένουν διακριτές και ότι τα δεδομένα δεν συνδυάζονται μεταξύ των πλατφορμών.

10. Σκοπός της επεξεργασίας
Ο σκοπός της επεξεργασίας των δεδομένων σας είναι να ενισχύσει τις διαβουλευτικές διαδικασίες και να υποστηρίξει τους συμμετέχοντες στην απόκτηση γνώσεων και στην καλύτερη επεξεργασία πληροφοριών μέσω της τεχνολογικής λύσης ORBIS. Οι πλατφόρμες διαβούλευσης—Bcause, PolisOrbis και Democratic Reflection—λαμβάνουν απευθείας στοιχεία από συμμετέχοντες που συμμετέχουν ψηφιακά. Η επεξεργασία των δεδομένων που παρέχονται μέσω τέτοιων πλατφορμών αφορά την αλληλεπίδραση με την εργαλειοθήκη ORBIS και τα τέσσερα στοιχεία της, τα οποία συνεργάζονται για να αναλύουν, να συνοψίζουν και να παρέχουν πληροφορίες από διαβουλευτικές δραστηριότητες, διευκολύνοντας τη βασισμένη σε στοιχεία και διαφανή λήψη αποφάσεων.
Κάθε συνεργάτης είναι ανεξάρτητος και υπεύθυνος για την επεξεργασία των προσωπικών δεδομένων που συλλέγονται και είναι υπεύθυνος για την ανωνυμοποίηση ή την ψευδωνυμοποίησή τους πριν από οποιαδήποτε κοινή χρήση. Ο εξουσιοδοτημένος υπεύθυνος επεξεργασίας των εργασιών επεξεργασίας που σχετίζονται με τη δραστηριότητα που περιγράφεται παραπάνω θα επεξεργάζεται τα κοινά προσωπικά σας δεδομένα και τα ειδικά δεδομένα σας μόνο με προηγούμενη, ειδική και ρητή συγκατάθεσή σας και μόνο στο βαθμό που είναι απαραίτητα σε σχέση με τον σκοπό της μελέτης. Η βάση νομιμότητας για την επεξεργασία των δεδομένων σας για τους προαναφερθέντες σκοπούς είναι η ρητή συγκατάθεσή σας σύμφωνα με τα άρθρα 6 παράγραφος 1 στοιχείο α) και 9 παράγραφος 2 στοιχείο α) του GDPR. Η παροχή των δεδομένων σας για αυτόν τον σκοπό είναι προαιρετική. Ωστόσο, δεδομένου ότι είναι απαραίτητο για τη διεξαγωγή του ερευνητικού έργου, η άρνησή σας δεν θα σας επιτρέψει να συμμετάσχετε σε αυτό. Η συγκατάθεση που δίνεται για τους προαναφερθέντες σκοπούς μπορεί να ανακληθεί σύμφωνα με το Άρθρο 7 του GDPR ανά πάσα στιγμή χωρίς να παρέχεται καμία αιτιολόγηση.
Δεν θα συλλεχθούν περαιτέρω δεδομένα που σας αφορούν, με την επιφύλαξη της χρήσης τυχόν δεδομένων που έχουν ήδη συλλεχθεί για τον προσδιορισμό, χωρίς να τροποποιηθούν, τα αποτελέσματα της έρευνας. Στη μελέτη, μπορεί να ανακαλύψουμε απροσδόκητα αποτελέσματα, γνωστά ως τυχαία ευρήματα, που δεν σχετίζονται με τους ερευνητικούς στόχους. Εάν προκύψουν σημαντικά ευρήματα, θα σας ενημερώσουμε αμέσως, ακολουθώντας την καθιερωμένη πολιτική μας για τέτοιες ανακαλύψεις. Αυτό διασφαλίζει την ενημερωμένη ασφάλειά σας.
11. Μεθοδολογία Έρευνας
Το έργο θα διαρκέσει έως την 31/01/2026 και θα ακολουθήσει πενταετής συντήρηση με σκοπό τη διάδοση και δημοσίευση των αποτελεσμάτων του Έργου.
Στο Έργο εμπλέκονται δημόσιοι φορείς και ιδιωτικοί φορείς, φυσικά και νομικά πρόσωπα, που ενδιαφέρονται να συνεισφέρουν για μια πιο περιεκτική διαβουλευτική δημοκρατία, αξιοποιώντας λύσεις τεχνητής νοημοσύνης.
Το ORBIS ενσωματώνει την τεχνολογική καινοτομία με διαβουλευτικά δημοκρατικά μοντέλα και διαδικασίες για να διερευνήσει πώς οι τεχνολογίες μπορούν να ενισχύσουν τις διαβουλευτικές πρακτικές και να υποστηρίξουν τους συμμετέχοντες στην απόκτηση γνώσης και στην ενημερωμένη λήψη αποφάσεων. Οι συμμετέχοντες, που επιλέγονται από πιλοτικές ομάδες και ενημερώνονται μέσω του φύλλου πληροφοριών και της πολιτικής απορρήτου της ORBIS, παρέχουν τη συγκατάθεσή τους κάνοντας εγγραφή στο ORBIS. Τα δεδομένα συλλέγονται κατά τη διάρκεια διαδικτυακών και διαπροσωπικών συζητήσεων, πρωτοβουλιών υπό την ηγεσία της κοινότητας και διαδικασιών συλλογικής λήψης αποφάσεων, εστιάζοντας σε προσωπικές πληροφορίες, δεδομένα συμμετοχής, απόψεις και σχόλια. Η μεθοδολογία χρησιμοποιεί πολλά τεχνολογικά εργαλεία που ενσωματώνουν τεχνολογίες που σχετίζονται με την τεχνητή νοημοσύνη, όπως το NLP, για τη βελτίωση της ποιότητας των συζητήσεων, της κριτικής σκέψης και της δημιουργίας νοημάτων στη συμμετοχή των πολιτών. Κάθε συνεργάτης είναι υπεύθυνος για την ανωνυμοποίηση ή την ψευδωνυμοποίηση δεδομένων πριν από την κοινή χρήση, διασφαλίζοντας την ηθική επεξεργασία των δεδομένων με βάση τη ρητή συγκατάθεση του συμμετέχοντος. Τα δεδομένα που συλλέγονται αναλύονται για την αξιολόγηση της αποτελεσματικότητας των εργαλείων ORBIS, με ευρήματα που χρησιμοποιούνται για το ραφινάρισμα και τη βελτίωση των εργαλείων και μεθοδολογιών του έργου, ενισχύοντας τελικά πιο διαφανείς και συνεργατικές διαδικασίες λήψης αποφάσεων.
12. Μέθοδοι επεξεργασίας δεδομένων, φύση των δεδομένων
Για την εκτέλεση του έργου θα συλλεχθούν και θα υποβληθούν σε επεξεργασία προσωπικά δεδομένα. Τα δεδομένα θα διατηρηθούν σε διακομιστές εργαστηρίου, κατάλληλα κρυπτογραφημένα και προστατευμένα με κωδικό πρόσβασης. Οι πληροφορίες που θα μπορούσαν να επιτρέψουν την ταυτοποίηση των συμμετεχόντων (όνομα, επώνυμο, ημερομηνία γέννησης, τόπος γέννησης), που συλλέγονται με αποκλειστικό σκοπό την εγγραφή στον ιστότοπο ORBIS και δίνοντας νομική ισχύ στην ενημερωμένη συγκατάθεση που υπογράφουν οι συμμετέχοντες, θα διατηρηθούν σε βάση δεδομένων που τηρεί ο υπεύθυνος επεξεργασίας δεδομένων (πιλότος συντονιστής), που είναι υπεύθυνος για τη συλλογή του). Όταν συλλέγονται προσωπικά δεδομένα, αρχικά ψευδωνυμοποιούνται (βλ. πίνακα παρακάτω) και κοινοποιούνται διαδοχικά στους εξουσιοδοτημένους ερευνητές που είναι υπεύθυνοι για την ανάλυση ή την περαιτέρω επεξεργασία των αποκτηθέντων δεδομένων. Μόνο ο υπεύθυνος επεξεργασίας δεδομένων θα έχει πρόσβαση στις αρχικές πληροφορίες.
Τα δεδομένα θα υποβληθούν σε επεξεργασία με χρήση ηλεκτρονικών και τηλεματικών εργαλείων, με λογική οργάνωσης και επεξεργασίας αποκλειστικά σχετική με τους σκοπούς της έρευνας, διασφαλίζοντας την ασφάλεια και το απόρρητό τους σύμφωνα με τους ισχύοντες κανονισμούς. Στην περίπτωση αυτή, ο υπεύθυνος επεξεργασίας δεδομένων αναλαμβάνει:
- Επεξεργάζεται δεδομένα μέσω ειδικά καθορισμένων ερευνητών.
- Φροντίζει για τα επόμενα στάδια επεξεργασίας και αποθήκευσης των συλλεγόμενων δεδομένων με τέτοιο τρόπο ώστε τα υποκείμενα των δεδομένων να μην ταυτοποιούνται άμεσα, με ψευδώνυμα ή ανωνυμοποίηση όλων των πληροφοριών.
- Κοινοποιούν τα δεδομένα και/ή τα διατηρούν, σε ψευδώνυμη μορφή, σε μια βάση δεδομένων προσβάσιμη σε όλους τους συμμετέχοντες στο ερευνητικό έργο.
- Διάδοση αποτελεσμάτων μόνο σε συγκεντρωτική ή/και ανώνυμη μορφή.
Οι πλατφόρμες διαβούλευσης που χρησιμοποιούνται για την ψηφιακή συμμετοχή των συμμετεχόντων σε συζητήσεις λειτουργούν ανεξάρτητα και δεν μοιράζονται δεδομένα μεταξύ τους. Επιπλέον, δεν θα εισαχθούν προσωπικά δεδομένα στα στοιχεία της εργαλειοθήκης ORBIS για επεξεργασία. Μόνο ψευδώνυμα δεδομένα θα παρέχονται σε αυτά τα στοιχεία για επεξεργασία, διασφαλίζοντας περαιτέρω το απόρρητο και την εμπιστευτικότητα των πληροφοριών των συμμετεχόντων.

Αναστρεψιμότητα | Η ψευδωνυμοποίηση είναι αναστρέψιμη υπό ορισμένες συνθήκες. Τα αρχικά αναγνωριστικά μπορούν να συσχετιστούν εκ νέου με τα δεδομένα όταν είναι απαραίτητο. Για παράδειγμα, σε διαχρονικές μελέτες που απαιτούν παρακολούθηση της θέσης ενός ατόμου σε διαφορετικές χρονικές στιγμές, η ψευδωνυμοποίηση επιτρέπει τη σύνδεση σημείων δεδομένων σε αυτά τα χρονικά πλαίσια, διατηρώντας παράλληλα το ατομικό απόρρητο.
Ο ανεξάρτητος υπεύθυνος επεξεργασίας δεδομένων, έχοντας πρόσβαση στις πρόσθετες πληροφορίες, είναι η μόνη οντότητα που μπορεί να συσχετίσει εκ νέου τα ψευδώνυμα δεδομένα με τα αρχικά προσωπικά δεδομένα. |
Σχέση GDPR | Τα ψευδωνυμοποιημένα δεδομένα εξακολουθούν να θεωρούνται προσωπικά δεδομένα βάσει του GDPR. Τα υποκείμενα των δεδομένων διατηρούν τα δικαιώματά τους επί αυτών των δεδομένων, συμπεριλαμβανομένων των δικαιωμάτων πρόσβασης, διόρθωσης και διαγραφής. |
13. Επεξεργασία εικόνας και ήχου-βίντεο στην έρευνα
Η επεξεργασία μπορεί επίσης να αφορά εικόνες και ήχο-βίντεο όσων συμμετέχουν σε συζητήσεις. Η επεξεργασία τους πραγματοποιείται σύμφωνα με τη νομοθεσία, εντελώς δωρεάν. Η ανωνυμία είναι εγγυημένη όπου είναι δυνατόν. Η συγκατάθεση που απαιτείται για την επεξεργασία των εικόνων είναι προαιρετική. Η άρνηση δεν αποκλείει τη συμμετοχή στην έρευνα.
14. Χρήση προσωπικών δεδομένων σε ανώνυμη μορφή
Τα δεδομένα θα γνωστοποιούνται μόνο σε ανώνυμη μορφή μέσω, για παράδειγμα, επιστημονικών δημοσιεύσεων, στατιστικών και επιστημονικών συνεδρίων, εκπαιδευτικών δραστηριοτήτων.
15. Δικαίωμα τερματισμού της ερευνητικής μελέτης των συμμετεχόντων
Σύμφωνα και για τους σκοπούς των άρθρων 15 επ. του GDPR, μπορείτε να έχετε πρόσβαση στα προσωπικά σας δεδομένα και να επαληθεύσετε το περιεχόμενο, την προέλευση, την ακρίβεια, την τοποθεσία τους (συμπεριλαμβανομένων των τρίτων χωρών όπου βρίσκονται τα δεδομένα ή/και των υποκειμένων στα οποία ενδέχεται να κοινοποιηθούν τα Δεδομένα), να ζητήσετε αντίγραφο, ενσωματώστε, ενημερώστε, διορθώστε τα και, στις περιπτώσεις που προβλέπονται από την ισχύουσα νομοθεσία, ακυρώστε, περιορίστε και μετατρέψτε τα σε ανώνυμη μορφή, ζητήστε φορητότητα δεδομένων, ανακαλέστε τη συγκατάθεσή σας που δόθηκε σύμφωνα με το άρθρο 7 του GDPR και να υποβάλουν καταγγελία στην αρμόδια εποπτική αρχή σύμφωνα με το άρθρο 77 του GDPR (Αρχή Προστασίας Δεδομένων Προσωπικού Χαρακτήρα). Σας ενημερώνουμε επίσης ότι μπορείτε να αντιταχθείτε στην επεξεργασία των προσωπικών σας δεδομένων σύμφωνα με το άρθρο 21 του Κανονισμού. Οποιαδήποτε αλλαγή στα αρχικά δεδομένα μπορεί να έχει σημαντική επίδραση στα αποτελέσματα της μελέτης. Επομένως, κατά την άσκηση δικαιωμάτων που συνεπάγονται παραλλαγή/ενσωμάτωση των καταγεγραμμένων δεδομένων, οι ζητούμενες αλλαγές μπορούν να σημειωθούν και να καταγραφούν στο περιθώριο των αρχικών δεδομένων χωρίς τροποποίηση των τελευταίων.
Μπορείτε να διακόψετε τη συμμετοχή σας στη μελέτη ανά πάσα στιγμή και χωρίς να αιτιολογήσετε. Σε αυτήν την περίπτωση, δεν θα συλλεχθούν περαιτέρω δεδομένα που σας αφορούν, με την επιφύλαξη της χρήσης τυχόν δεδομένων που έχουν ήδη συλλεχθεί για τον προσδιορισμό, χωρίς να τροποποιηθούν, τα αποτελέσματα της έρευνας. Για να ασκήσετε τα δικαιώματα απορρήτου σας, μπορείτε να επικοινωνήσετε με τον τοπικό συντονιστή που είναι υπεύθυνος για αυτήν τη μελέτη στις προαναφερόμενες διευθύνσεις.
16. Διατήρηση
Τα προσωπικά δεδομένα θα διατηρούνται μόνο για τη διάρκεια του έργου και για όσο διάστημα είναι απολύτως απαραίτητο για τους σκοπούς του και, σε κάθε περίπτωση, όχι περισσότερο από πέντε χρόνια μετά την ολοκλήρωση του έργου. Τα δεδομένα θα υποβληθούν επίσης σε επεξεργασία για διοικητικούς/λογιστικούς σκοπούς και θα διατηρηθούν για το χρόνο που είναι απολύτως απαραίτητος για την επιδίωξη των σκοπών αυτών, με την επιφύλαξη δεκαετούς περιόδου για την εξασφάλιση των δημοσιονομικών, λογιστικών και διοικητικών εκπληρώσεων που απαιτούνται από το νόμο και υπόκεινται σε πιθανώς μεγαλύτερους όρους, οι οποίοι δεν μπορεί να καθοριστεί εκ των προτέρων, ως αποτέλεσμα διαφορετικών συνθηκών για νόμιμη επεξεργασία (π.χ. νομικές διαδικασίες που απαιτούν επεξεργασία για περισσότερα από δέκα χρόνια).
17. Διάδοση
Τα αποτελέσματα της έρευνας και αυτής της μελέτης μπορούν να δημοσιευτούν μόνο με ανώνυμα δεδομένα. Αυτό διασφαλίζει ότι δεν θα είναι δυνατή η ταυτοποίησή σας με κανέναν τρόπο. Τα προσωπικά σας δεδομένα δεν θα δημοσιευτούν ποτέ.

Κάνοντας εγγραφή στο ORBIS, συναινώ στην επεξεργασία των προσωπικών μου δεδομένων που παρέχω σε αυτήν τη μελέτη και ότι έχω το δικαίωμα πρόσβασης στα δεδομένα μου και αιτήματος διόρθωσης ή διαγραφής, όπως ορίζεται στον GDPR. Αυτά τα δεδομένα περιλαμβάνουν:
● Το έντυπο συγκατάθεσης κατόπιν ενημέρωσης, κατά τη διάρκεια του έργου και εντός πέντε (5) ετών μετά το έργο, επικοινωνώντας με τον κορυφαίο ερευνητή. ● Κατανοώ ότι τα ανώνυμα αποσπάσματα από τις συνεισφορές μου μπορούν να χρησιμοποιηθούν σε εσωτερικές ή εξωτερικές επικοινωνίες, συμπεριλαμβανομένων εκθέσεων, εγγράφων, επιστημονικών εργασιών, εργαστηρίων, παρουσιάσεων και άλλων δραστηριοτήτων επικοινωνίας. |
Επιβεβαιώνω ότι ο σκοπός και η φύση της έρευνας μου έχουν επαρκώς εξηγηθεί. Είχα την ευκαιρία να κάνω ερωτήσεις, και όλες οι ερωτήσεις μου έχουν απαντηθεί με ικανοποίηση. Καταλαβαίνω επίσης ότι είμαι ελεύθερος να επικοινωνήσω με οποιοδήποτε από τα άτομα που συμμετέχουν στην έρευνα για περαιτέρω διευκρινίσεις και πληροφορίες. |
